Why Doesn't Time Management Work For Everyone?

Is there a universal time management system? If some people are not ready to follow the prescribed processes, is it their drawback or is one thing lacking in the system?
Concerning seven years ago, before I put together the time management program that I now teach and coach on, one in all my co-staff expressed his frustration with time management programs. He was a manager in the assembly support department on the technology facet of a financial institution. As a lot of as he planned his day with meetings and tasks, all his plans went out of the window once an issue hit his inbox - and he handled a minimum of 3 and up to seven sizable issues each day. I took his process and added the concept of interruption management - the flexibility to recover seamlessly from interruptions and to handle nested levels of interruptions - to form this the simplest choice for people whose schedules are very fluid.
I have usually heard the statement, "If a system works for a variety of people and does not work for you, it is not the system however it's you that does not work!" I disagree. One size cannot fit everyone. Statisticians might try to fit us into a large traditional frequency distribution curve, however as we have a tendency to can outline a median or average person, every individual has something that sets him or her other than that median profile. Is there an average Joe or Jane? Is there an "average" time management system?
Since a single, universal system cannot work for everyone, the most effective various to a time management panacea could be a toolkit with options or ways that may be mixed and matched to suit individual needs. What should such a toolkit embody?
The primary feature such a toolkit needs is the flexibility to solely include tactics that are acceptable and not others. It should not be an "all or nothing" program. Completely different strokes for various folks, as the old saying goes, all at intervals the common umbrella.
