On July 4th, 2010, elections were held in several states of the United Mexican States. One of the most important, was the election for Governor of the State of Veracruz, the third state most populated in the country.
This collaboration has nothing to do with political parties or candidates. The failure we are concerned with has to do with an inexplicably partial performance of the Electoral Institute of Veracruz, which should be an autonomous entity and independent of Government of the state.
In particular, the program of electoral preliminary results (PREP) which was created with the intention of providing confidence and certainty in the electoral processes in Mexico, by disseminating information in real time through the Internet, was a hope that Mexico was advancing on the road to democracy. It was assumed that the program PREP, would allow the electors to verify such results, with the ones obtained in their respective electoral sections.
For some years, the PREP systems have been showing inconsistencies and serious errors so that nowadays hardly anyone believes in them.
It is irrelevant what political party or candidate gets the victory in the elections; the important thing is democracy: the candidates who will be proclaimed winners in any election, must have obtained the majority of votes.
To give the reader an idea of the size of the errors displayed by the (PREP) system regarding the election of Governor of the State, it can be mentioned that, out of a total of 9 thousand 827 voting ballot boxes reported by the PREP system, until its closure at 20: 07: 05 hours on July 5th, it could be verified that 1,612 of them showed zeros and 384 were in blank, so that a total of 1,996 voting ballot boxes showed no information.
This means that a 20.31% of the voting ballot boxes were not taken into account for the calculations and yet, the PREP system reported that 96.07% of the voting ballot boxes in the election of Governor had already been processed, despite the fact that the results of nearly 2,000 voting ballot boxes were not included as shown by their own reports.
On the other hand, the potential voters on the nominal list reported by the (PREP), was 5 million 508 thousand and 170 people, with a total of 2 million 473 thousand and 346 votes, resulting in a voter's affluence of 44.9%, as opposed to the 57.5% reported by the (PREP) system. This last inconsistency is nothing trivial, since with the aid of simple arithmetic it could be argued that over 693 thousand were missing.
What is really a serious subject, is that no one of the candidates could be held responsible for the inconsistency in the figures, but the PREP system itself. However, the Electoral Institute of Veracruz ( who hired the company that operated the system) it endorsed the performance of the PREP system, without paying attention to the serious and obvious inconsistencies.
Another serious situation, is the fact that the media in the State, have already proclaimed to the PRI’s candidate, Javier Duarte as the winner of the election, even though there has not been an official resolution from the Electoral Court of the State.
Since the difference between the first and second place is less than 2.7 percentage points, it is expected that Miguel Angel Yunes, the opposition’s candidate (PAN), will present an appeal before the Electoral Federal Court of Mexico, with the intention to review the numbers or the ask for the annulment of the election, arguing the intervention of the State Government in favour his candidate Javier Duarte.
In the meantime, Veracruz will not have an elected Governor until around november 15th,2010, when the Federal Electoral Tribunal would issue an official resolution. Here, in Veracruz, the media (most of them funded by the Government) already refer to the PRI’s candidate as the elected Governor, in an attempt to convince the people of the State, of his victory.
In the year 2000, the official political party PRI was defeated in the presidential elections of Mexico, after governing this country during more than 70 years, while in Veracruz the PRI has been ruling the state during the last 80 years. If confirmed the victory of candidate, Javier Duarte, by 2016 the official political party (PRI) would have been governing the state by 86 years and who knows how many more.
As a result of the remarks made by citizens and organizations about the inconsistencies in the PREP reports, they are no longer available in the website http://prep-veracruz.org , which helps to promote the idea that there is something wrong with the electoral process of Veracruz.
This is the advance that the democracy has attained in Mexico. The only way for the law-abiding Mexican citizens to help promote the rule of law, is writing, using the freedom of speech guaranteed by the Mexican Constitution and the guarantee of of the present Governor, Fidel Herrera Beltran, of enforcing this right in the state of Veracruz.
